According to the method, a network resource allocation problem in the heterogeneous network can be optimized through effective analyses for networking behavior characteristics of the mobile communication network users, a local area network is preferentially allocated to static users, and a mobile network is preferentially allocated to dynamic users; and a 2G network having a narrow bandwidth is preferentially allocated to users needing low flow, a 4G network having a wide bandwidth is preferentially allocated to users needing high flow, and a 3G network having an intermediate bandwidth is preferentially allocated to users needing intermediate flow, so network resources are used in a fully effective manner, and QoS of the various users are also guaranteed.
