According to the secondary-cooling water distribution method, the water volumes of the outer arc sides of the arc-shaped section and the straightening section are increased, the temperature of an outer arc of a casting blank body on the bent section and the temperature of an inner arc of a casting blank body on the straightening section are not changed, meanwhile, molten steel solidification is accelerated, and the time for segregation elements to conduct select crystallization is shortened, so that the effect of improving the segregation condition is achieved; and meanwhile, the water volume of the outer arc side of the horizontal section is decreased, so that the uniformity of the temperature of the inner arc and the uniformity of the temperature of the outer arc of the casting blank are improved, and the phenomenon that the casting blank is bent after being discharged out of a fan-shaped section due to thermal stress is effectively avoided.
