The invention discloses an emergent disposal evaluation method and an evaluation system, which are applied to a high-speed railway dispatcher, wherein the evaluation method comprises at least the following: obtaining the operation data and the physiological signal of the high speed railway dispatcher in his or her emergent disposal reaction; based on the operation data and the physiological signal, determining the evaluation indexes for the high speed dispatcher; carrying out dimensionless processing on the evaluation indexes; determining the weights of the evaluation indexes in dimensionless processing; based on the dimensionless processing values of the evaluation indexes and their weights, determining a decision matrix; based on the decision matrix and according to the lattice-order related theories, determining the comprehensive difference values; integrating the comprehensive difference values of the evaluation indexes; quantizing the integrated comprehensive difference values to obtain the evaluation result.
