Abstract

The method comprises the following steps: representing by three types of the maturity of interoperation, mutual recognition and a system technology, wherein the three types of the maturity depend on the interoperation, the mutual recognition and the technology maturity of n sub-systems, and the technology maturity of sub-systems depends on the correspondingly supported single technology maturity and technology integration maturity; evaluating each level of the maturity by using a classified quantization form, wherein the grade is relative to the corresponding risk, the grade of the maturity is higher, and the risk is lower; and calculating the sub-system weight between the sub-systems by using a networked analytical hierarchy method, and expressing by aggregating the interoperation maturity grade, the mutual recognition maturity grade and the technology maturity grade.
