The device comprises a main rocker arm, an auxiliary rocker arm, a surfboard,a buffer assembly, a slide block assembly, a bracket assembly, a main rocker arm and buffer connecting shaft, a main rocker arm and auxiliary rocker arm mounting shaft, and a main rocker arm and surfboard mounting shaft. The buffer device uses the combination of the rocker arm mechanism and the buffer, and absorbs the energy of the surfboard colliding with the water by the buffer during the sea-skimming flight of the sea-skimming unmanned target aerial vehicle, and reduces the overload on the fuselage structure of the sea-skimming unmanned target aerial vehicle so as to allow the sea-skimmingunmanned target aerial vehicle to fly at a lower flying height. The combination of the rocker arms and a slide rail reduces the front-rear moving distance of a point of contacting water relative to the center of gravity of the unmanned target aerial vehicle during the process that the surfboard contacts the water, thereby reducing the flight control difficulty of the sea-skimming unmanned target aerial vehicle after contacting the water.
