The invention provides a comprehensive energy planning method considering uncertainty of electricity-heat transfer load transfer quantity, which comprises the following specific steps of: 1, establishing a comprehensive energy system planning model by taking an energy center model as a basis, taking electric energy and natural gas as input and taking electric energy and heat energy supply load requirements as output; 2, considering the influence of the electricity-heat transferable load transfer quantity on the comprehensive energy system planning, and processing the uncertainty of the electricity-heat transferable load transfer quantity by adopting a two-stage robust optimization method; and 3, solving the comprehensive energy system planning model to obtain a planning scheme. According to the method, the carbon emission of the system can be reduced, and the reliability and the multi-energy complementation benefit of the system are improved. On the other hand, the uncertainty of the electric-thermal transferable load transfer amount is processed by adopting a two-stage robust optimization theory, so that the uncertainty can be more accurately considered, and the conservative property of the comprehensive energy system planning scheme is flexibly adjusted.
