A first inlet water temperature before startup and asecond inlet water temperature after startup are detected; if the first inlet water temperature is lower than a first temperature threshold, primary compressors are started according to startup duty rules; when it is detected that the first inlet water temperature changes to be equal to or higher than the first temperature threshold and lower than a second temperature threshold, secondary compressors are started according to the startup duty rules; if the first inlet water temperature is equal to or higher than the first temperature threshold and lower than the second temperature threshold, the primary compressors and the secondary compressors are started according to the startup duty rules; if the second inlet water temperature is lower than a third temperature threshold, the secondary compressors are shut down according to shutdown duty rules; and if the second inlet water temperature is higher than a fourth temperature threshold, the primary compressors and/or the secondary compressors in startup states are shut down according to the shutdown duty rules.
