The method includes steps: when executing other RRC procedure except soft switching, RNC receives measurement report of requesting soft switching from terminal device; RNC determines whether terminal device supports other RRC procedure and soft switching procedure concurrently; if yes, in executing other RRC procedure, RNC starts soft switching procedure; otherwise, RNC refuses executing soft switching procedure when other RRC procedure is executing.
