The disclosed method is in use for solving issue that when executing other radio resource control (RRC) procedure except soft switching, radio network controller (RNC) does not support the procedure and soft switching concurrently in current technique so as to cause increased soft switching time delay, and service interruption. The method includes steps: when executing other RRC procedure except soft switching, RNC receives measurement report of requesting soft switching from terminal device; RNC determines whether terminal device supports other RRC procedure and soft switching procedure concurrently; if yes, in executing other RRC procedure, RNC starts soft switching procedure; otherwise, RNC refuses executing soft switching procedure when other RRC procedure is executing.
