A concrete structure is that encryption IMSI number is added behind message structure of prior 3GPP agreement. The communication method is that a network system judges whether Initial UE identity field has user using IMSI/TMSI/IMEI mark, and whether the mark is unemployed value according with received signalling message. Furthermore, using prior signalling message process or signalling message process provided by the invention can be determined.
