The device is directly embedded into pipelines of the existing ballast water loading system on the ship, and a ballast water inlet joint connects the device of the invention with the inlet pipelines of the existing ballast water loading system; when the ship loads the ballast water, the ballast water passes through the ballast water inlet pipelines, and enters a film pool after being treated by a pre-treatment device; after the ballast water is treated by the coal-based carbon film, phytoplankton, zooplankton, bacteria and the like in the ballast water are filtered so as to avoid the problem of the invasion of external creatures caused by the transfer of the ballast water in the ship, finally the treated ballast water enters a ballast tank through the ballast water tank inlet pipelines, and the treated concentrated water is discharged through concentrated water outlet pipelines. The concentrated water outlet pipelines and the on-ship ballast water discharging pipelines are connected or directly discharged into the sea.
