The invention discloses a radio resource management method and a radio network controller (RNC), wherein the method comprises the steps that: a network side acquires measurement information of current user equipment (UE) under space division state, wherein the measurement information comprises received signal code power (RSCP) of uplink specific channels corresponding to different partitions; the network side determines that the difference value between the most powerful RSCP and the second powerful RSCP in the measurement information is smaller than a set threshold, and determines a partition to which the second powerful RSCP corresponds as a target partition when the duration during which the difference value is smaller than the set threshold exceeds a predetermined duration; and the network side acquires a home partition of UE which spatially divides the resource with the current UE, and regulates the resource allocation when determining that the degree of isolation between the home partition and the target partition does not meet the demand of space division. The method of the invention, before the UE changes the home partition thereof, performs prejudgment and pretreatment in advance on whether interference is formed after movement, thereby avoiding the strong interference caused by the reason that the demand of space division after movement is not met and further guaranteeing normal operation of businesses and excellent experience of users.
