A master controller of the comprehensive dispatching system/device is respectively connected with at least two independent module systems through storage units; and each of the independent module systems is composed of a plurality of detachable communication interfaces capable of realizing data transmission and communication. The communication interfaces are optical fiber interfaces, opened CAN (Controller Area Network) interfaces, standard wired interfaces, GPRS (General Packet Radio Service) wireless communication interfaces or special line communication interfaces. The communication interfaces are arranged on independent module systems in a way of inserting different amounts of modules on a large bottom plate or a mode of inserting plates to soldiers. The amount of the independent module systems ranges from 2 to n; and a signal conditioning and expanding device is additionally provided when the amount of the independent module systems is larger than 128. The comprehensive dispatching system/device is of a modular structure, therefore, any expansion can be realized in a way of combining plug-in modules, and expansion can be realized through additionally providing the signal conditioning and expanding device when the amount of the independent module systems is overlarge; and various physical interfaces are adopted on modules, therefore, the interfaces can be conveniently selected according to the characteristics of the interfaces of different types.
