The vehicle-mounted charging device comprises an input unit, a battery management unit and a charging machine, wherein the input unit is used for receiving a charging command input by a user and sending the charging command to the battery management unit; the battery management unit is used for sending the charging command from the input unit to the charging machine, and stopping the charging machine from charging the vehicle-mounted power battery pack after the vehicle-mounted power battery pack finishes charging; and the charging machine is used for receiving the charging command from the battery management unit and then charging the vehicle-mounted power battery pack.
