The base is a flange-shaped construction member with 4-8 edges, a bottom hole with an upward middle part is a screw hole, and an inner diameter of the screw hole is equal to an outer diameter of the measuring cylinder. A notch is arranged on an outer round edge of an upward bottom hole on the base opposite to degree scales at a bottom end of the measuring cylinder. Radius of the neck sleeve is smaller than a vertical distance between an outer edge of the base and a centre, the horizontally-arranged measuring cylinder is low in opening part and high in bottom part, and washing liquid can be conveniently discharged along a slope.
