The method comprises the steps that (a) geological exploration is carried out on engineering geological conditions of the waste dump base, the thickness of silt seam is measured, and when the thickness of the silt seam is smaller than 4 m, it is determined that the waste dump base can be used for discharging; (b) the water content and the saturability of the silt seam are measured, and when the water content of the silt seam is larger than or equal to 20 percent and the saturability is larger than or equal to 98 percent, it is determined that the particle size of discharged materials is larger than or equal to 30 cm; (c) it is set that the initial material bench angle alpha is smaller than or equal to 37 degrees, and the height h ranges from 10 m to 60 m; (d) it is determined that the discharging propelling progress of the discharged materials is larger than or equal to 30 m per day; (e) it is determined that the initial material step layer solidification time is longer than or equal to three days.
