The system comprises a smart phone, a management platform and a monitoring device arranged in an automobile. A calling APP is arranged in the smart phone and is wirelessly connected with the management platform. The passenger sends a request for supervising driver behaviors and automobile environment for the management platform via the calling APP of the smart phone. The management platform is wirelessly connected with a monitoring device and is used for starting the monitoring device to acquire monitoring information and receiving and processing the monitoring information acquired by the monitoring device. The invention also provides a method for supervising the driver behaviors and the automobile environment via the cell phone by the passenger. Monitoring requests are sent to the monitoring platform via the smart phone and the monitoring platform starts the monitoring device to acquire monitoring data, thereby achieving monitoring of the driver behaviors and the automobile environment by passengers and supervisors; facilitating normalization of automobile market orders by government and enterprises; and achieving open, public and transparent management of operating vehicles.
