A cell utility function is defined according to influence of the energy efficiency and the traffic load on the performance of cells in a multilayer heterogeneous network, and then a network system performance function is defined according to influence of the performance of different types of cells on the performance of the network system. Whether sleeping of a certain picocell enhances or reduces the performance of the whole network system is estimated by utilizing the defined functions, and sleeping of the picocell is performed if system performance is enhanced, or the picocell is maintained to be on. With application of the method, sleeping difficulty is different according to different positions of the picocells in sleeping of the picocells so that reasonable sleeping of the picocells can be performed. Meanwhile, energy consumption can be reduced by applying the method without overload of a single cell so that the performance of the network system can be maintained to be in the great state.
