The framework comprises NFV infrastructure and an intermediate system, wherein the intermediate system is in a communication connection with the NFV infrastructure, and is used for acquiring information in an NFV network to make a decision and output the decision to the NFV infrastructure; and the intermediate system comprises a network management system which is used for partitioning a NFV environment region, and configuring network functions of different regions as required, an NFV management system which is used for managing running modes and flows of all virtual network functions in the NFV environment region, partitioning priority levels of users, and configuring virtual machines of corresponding efficiencies according to the priority levels, and a resource management system which is used for monitoring and adjusting the quantity of users, load transferring and switching of the virtual machines according to the use conditions of the virtual machines in the NFV environment region.
