Abstract

Thus the standby rescue guaranteed resources are allocated to sub-regions where on-site safety demands cannot be satisfied, the on-site available rescue guaranteed resources are regulated so that the available rescue guaranteed resources in the sub-regions with many persons are adequate, the rescue guaranteed resources are fully utilized and meanwhile the rescue timeliness and the success rate are improved.
