The method comprises following steps of (1) carrying out grade division on to-be-arranged road networks including a national level road network and an interprovincial level road network, wherein the national level road network uses prefecture-level cities as network nodes and the interprovincial level road network uses toll stations as network nodes; (2) analyzing the national level road network and the interprovincial level road network and using roads between the network nodes in each road network as road sections so as to acquire flow data of each road section and road section critical degrees; (3) according to the flow data of each road section and the corresponding road section critical degrees in each road network, establishing VMS arrangement models; and (4) solving the VMS arrangement models of the road networks respectively to obtain VMS arrangement conditions in the corresponding road networks.
