The method comprises the steps of setting an upstream flood hygrograph of the special-grade dam; setting a water discharge capacity reduction amplitude of the water dam; setting a starting regulation level; calculating a water level; forming the criteria for adding the abnormal flood discharge facilities; and forming the specific discharge quantity value for adding the abnormal flood discharge facilities. According to the method, whether the design of the water dam without abnormal flood discharge measures can ensure flood discharge and dam safety under an extreme extra standard flood condition or not can be rechecked; and whether the original design considers flood discharge and dam safety under a condition of flood check and a condition of failure of a water discharge gate or not is further rechecked. The given criteria and quantity value for adding the abnormal flood discharge facilities to the special-grade dam can be directly used for aided design; a design basis is provided for lowering a flood discharge risk of cascade control; and the deficiencies of no standard reference and fuzzy existing basis of conventional abnormal flood discharge facility design are overcome.
