The machine is characterized in that a rotating plate is coaxially arranged below a fixed plate, and a rolling milling space is formed between the rotating plate and the fixed plate; a feeding channel is arranged in a rotating shaft of the rotating plate; a tapered rolling surface of which the outside diameter gradually decreases is arranged at the bottom part of the fixed plate; a tapered supporting surface which fits the tapered rolling surface is arranged on the top part of the rotating plate; a pluralityof rolling bumps and a plurality of sweeping brushes are arranged on the tapered rolling surface; a plurality of guide grooves which extend from the middle part of the rotating plate to the side edgeare formed in the top part of the tapered supporting surface; an air blower is used for blowing air below the rolling milling space through an air blowing chamber in the rotating plate. According tothe machine, the unhusked rice entering through a feeding pipe is twisted in the rolling milling space as the rotating plate rotates; and moreover, the unhusked rice is extruded toward the outer edgethrough the tapered shape of the rolling milling space; then the rolled and milled unhusked rice can be subjected to rice and husk separation through the sweeping brushes; and the husked rice is discharged through centrifugal force.
