The invention discloses a service providing system and a service provision instruction method. The service providing system includes a moving apparatus and a service provision instruction apparatus. The moving apparatus moves to a user who is within a service provision area within a predetermined zone, the predetermined zone including the service provision area and a service prohibition area, andprovides a service to the user.
