According to the joint spectrum sensing and resource allocation method and apparatus disclosed by the invention, the access fairness of the users and the partition iteration willingness ofthe users are fully considered, the access benefit of the actual alliance is maximized by making full use of channel time slot resources, and the channel and power resources in the network are effectively used.
