The method is characterized by comprising the steps that a clustering algorithm is improved through load weighting factors, the load points in service areas of all transformer substations in a to-be-planned area are clustered and partitioned, and the points with the smallest distance with the transformer substations in the partitions serve as source load points; a connection relation matrix capable of representing theupstream and downstream relationship of the load points is built according to power flow, the matrix is used for rapidly getting current of a circuit and judging the influence of the position of a tie line on faulty line downstream load transaction supply; by means of an improved minimum spanning tree algorithm, the main network frame planning scheme with the minimum annual investment, running and geographic barrier cost is obtained; in order to further improve the reliability of the scheme, tie line planning among the partitions is conducted by taking the minimum investment and power outagecost as the target, and different power outage cost calculation methods are adopted for different load transaction supply situations.
