The method includes the following steps that: an indoor distribution measurement report in a measurement time period is obtained, wherein the indoor distribution measurement reportincludes the identifiers of serving cells and the identifiers of neighboring cells; and a serving cell that satisfies a first preset condition is adopted as a suspected indoor distribution high-risecell, wherein the first preset condition refers to a condition that a distance between a first base station corresponding to the serving cell and a second base station corresponding to a neighboring cell is greater than a first threshold value.
