An initialization credentials generating method and a device for a virtual network function (VNF), used for reducing the probability that a public key is exposed. The method comprises: in a VNF instantiating process, generating by a virtual network function instance (VNFI) a first public key of the VNF and a report, the report and the first public key satisfying a set function relationship; and transmitting by the VNFI the first public key and the report to a management device of the VNFI so that the management device uses the received report to perform authentication on the received first public key.
