The base board comprises a substrate and an electroluminescent layer arranged on the substrate; the base board also comprises a first reflective electrode layer, a buffer layer and a second reflective electrode layer which are sequentially arranged at the side, away from the substrate, of the electroluminescent layer; and a first hollowed-out region is formed in the buffer layer, a second hollowed-out region is formed in the second reflective electrode layer, and the overlapping region of the first hollowed-out region and the second hollowed-out region is used for transmitting light emitted by the electroluminescent layer.
