The method comprises eight steps of selecting a domain expertset, determining an evaluation index set and a weight thereof, defining a language term set, obtaining an evaluation result, calculating an evaluation weight, calculating a comprehensive cloud model,calculating an expert aggregation result and calculating a comprehensive evaluation result. The hesitant cloud language term set is used for modeling language variables, fuzziness, randomness and hesitant characteristics of subjective evaluation can be described at the same time, and the objective reality of expert decision making is better met. The weight of the evaluation result is determined by quantitatively calculating the average difference degree and the comprehensive uncertainty of the expert evaluation result, so that the model is more scientific and reasonable. The uncertain information is reserved in the calculation process, the loss of decision information is avoided, and the final comprehensive evaluation result not only contains size and magnitude information, but also reflects the uncertainty.
