One of the outer gear and the inner gear is provided with fixed gear teeth,and the other one is provided with rotatable gear teeth, so that when the steering column rotates in a first direction, the outer gear and the inner gear are in meshing transmission, and when the steering column rotates in a second direction, the outer gear and the inner gear slide relatively.
