The method comprises steps of determining the regulation and control information through a receiving device, the regulation and control direction information being used for indicating a metasurface control unit to adjust a reflection coefficient ofa metasurface to a target reflection coefficient corresponding to a preset direction; transmitting a pilot signal to the metasurface through a transmitting device; sending regulation and control information to the metasurface control unit through a receiving device, wherein the regulation and control information is used for indicating the metasurface control unit to adjust the reflection coefficient of the metasurface to the target reflection coefficient corresponding to the preset direction in the target time period; and determining a signal measurement result corresponding to the preset direction, and positioning the transmitting device according to the preset direction and the signal measurement result.
