A preferred embodiment of the present invention includes a call blocking service to which a user subscribes. The preferred call blocking service includes maintaining an updateable list of calling parties that the user wishes to block from being able to complete telephone calls to the user, maintaining a buffer for storing information associated with the most recent calling party placing a telephone call to the user, and recognizing a signal that the user activates to automatically add the most recent calling party to the list of calling parties blocked from being able to complete telephone calls to the user.

A process and apparatus to support passive call blocking, a call block that is performed in a manner that the caller does not recognize as a call block. When passive call blocking is utilized, blocked callers receive a passive response, such as a continuous telephone ring, instead of an error message or rejection notification. According to the method of the present invention, for each secondary user SUk, when a calling request is reached, a decision of sensing a channel is made to minimize the scanning overhead according to a channel priority list obtained by learning the channel state closest to the secondary users based on a Q-learning technology; secondly, the node can request other SUs to perform cooperative spectrum sensing to improve the detection probability when detecting the channel and selects the secondary user with strong detection capability to cooperate to improve the detection probability through a bandit gambling mechanism. Once detection of the channel is completed, the state of the detected channel and the detection weight are broadcasted to notify other secondary users. The method of the invention effectively reduces the average number of scans of the channel and reduces the call blocking rate, thereby improving the detection probability.
