Abstract

Terminals # 1 to # 3 which have already been connected and a terminal # 4 which wants to make a new connection send packets to a base station in that order. The base station queues the packets from the terminals # 1 to # 3 at a non-priority queue and the packet from the terminal # 4 at a priority queue.
