The cable TV modulator exports simulating RF signal which is connected with a television set through cable TV network, the user controls the signal to be received by the receiving server through the user delivery controller then the signal is transferred to the receive server, wherein the broadcast server is controlled by the signal receiving server. Wireless transmission mode or wireless and wire transmission mode is used in the transmission of the control signal. The invention does not need to change the existing cable TV network into bidirectional network, does not need to have a bidirectional digital television set top box, applies household television sets as multimedia display terminals, and can be operated by users through using a controller costing more than RMB100, which has the advantages of powerful function and low price.
