A fault analysis device generates the dependency relationship of communication equipment according to the association alarm information sent by the alarm analysis device. An alarm treating device correspondingly treats the alarm information according to the types of the alarm information and conducts alarm notice or early fault alarm according to the dependency relationship in a network topological diagram generated by the fault analysis device.
