When the packaging device is used, the paste paper is ripped out, then the base is fixed in an eating and drinking region of pets, and the upper cover on the base is removed; and because the pet food is embedded into the base, the pets do not eat off the food at one mouth easily and only can slowly lick the food so as to increase the eating entertainment of the pets and improve the single structure of the pet food.
