The method for receiving the messages comprises the following steps: receiving the first type GPRS tunneling protocol message; and analyzing the received first type GPRS tunneling protocol messageto obtain the second type GPRS tunneling protocol message which is embedded in the message body of the first type GPRS tunneling protocol message. Correspondingly, the invention also discloses a device for sending and receiving the messages.
