The dissolving agent consists of following raw materials in parts by volume: 95-97 parts of water, 0.9-1.1 parts of glacial acetic acid, 0.9-1.1 parts of ethanol and 1.8-2.2 parts of sulfated oil. The dissolving agent has the advantages that: the dissolving agent has high dissolving property for the octadecylamine; a stirring motor is not used in a dissolving process; and the dissolved liquid is milk white, has high flowability, has no granular substances, is easy to store and does not demix.
