The device comprises a smelter, a material well, a linear electromagnetic propulsion unit and a rotating electromagnetic propulsion unit, wherein the smelter and the material well are communicated through a liquid inlet flow channel and a liquid outlet flow channel, the linear electromagnetic propulsion unit is used for driving liquid aluminum to flow in the liquid inlet flow channel and the liquid outlet flow channel, and the rotating electromagnetic propulsion unit is used for driving the liquid aluminum to rotate in the material well.
