Abstract

The method comprises the following steps that a receiving user terminal passes a data packet shared by a physical uplink sharing channel, a counter of a base station counts the number of protocol data units not including service data units in the protocol data units, and the counter of the base station is used for triggering and releasing the dispatching authorization of the user terminal when the number of the protocol data units not including service data units in the protocol data units reaches a threshold value; the method also comprises the steps that after an explicit release instruction is sent to the user terminal, the counter, maintaining the synchronism with a counter of the user terminal, of the base station is subjected to zero clearing, the explicit release instruction is used for releasing the dispatching authorization of the user terminal, and the counter of the user terminal is used for counting the number of the protocol data units not including service data units in the protocol data units by the user terminal.
