The system comprises a floating disc (1), a water collecting pit (2) and a drainage port (3), and further comprises an S-shaped central drainage pipe (4) arranged in an inner cavity of the storage tank and multiple counterweight blocks (5) fixed on the central drainage pipe (4). The invention further discloses a counterweight method of the central drainage system; and along the upper end to the lower end of a pipe body, gaps between any counterweight blocks (5) and the next adjacent counterweight blocks (5) besides the first and final counterweight blocks are smaller than and equal to gaps between any counterweight blocks (5) and the previous adjacent counterweight blocks (5).
