The invention provides the allocation method for the RNTI, which comprises: when a group is activated, receiving an RNTI allocation request sent by a first base station by which the group is formed; according to the RNTI allocation request, allocating a unique RNTI to the group, wherein the RNTI allocated to the group is used for scrambling of group data sent by all base stations by which the group is formed; and sending the RNTI allocated to the group to the first base station, so that the first base station can issue the RNTI of the group to the terminal positioned in a first cell.
