Each participant takes the minimum operating cost as an objective, and an expected exchange power is obtained through decision making; an operational platform collects the expected exchange power of each participant; by taking minimum system power loss as an objective, adjusted expected exchange power is obtained through decision making and broadcasted to each participant; interaction and optimization of the expected exchange power is carried out circularly in sequence until stopping criterion is satisfied; namely, in the interaction and optimization process, only the expected exchange power of each participant needs to be interacted; when the stopping criterion is satisfied, whether the power loss is converged to an optimal value or not is detected; and when the power loss is converged to the optimal value, the operating cost of each participant and the total system power loss achieve the optimized state, so that the minimum total operating cost is realized.
