According to the method disclosed by the invention, the going-out law and the travelling law of private electric vehicles are fully utilized, power measurement modules and carrier communication modules are mounted at positions where a 0.4kV outgoing line master switch of a distribution transformer in the residential area is mounted, one carrier communication module is mounted on each charging pile, and the total power of a system is received in a real-time manner; the time that the electric vehicle begins to be charged is determined by the charging pile according to the charging requirements of the electric vehicle and the total power of the current system. According to the charging method disclosed by the invention, under the premise that the requirement of a user for using the vehicle is met, the charge requirement of the user is transferred to a valley time period, and the charging requirements of more electric vehicles can be met to the maximum extent. The electricity consumption load peak caused by disordered charging and excessive and intensive charging at the valley time period is avoided, a complex charging management master station system does not need to be constructed, the charging method is independent of an intelligent optimization algorithm, the expansion fees of the distribution network can be greatly reduced, and the charging fees of the electric vehicles can be minimized.
