Verification between a patient and the authority is carried out in a mode of the aggregate signature; the authority carries out matching with the registered vehicle in a case of not leaking privacy of the patient by a matching algorithm; and the authority notifies the registered vehicle to carry out rescue in a broadcast encryption mode.
