The long-term learning value control device for the internal combustion engine comprises an air amount learning control part and a fuel learning control part; the air amount learning control part is used for reducing the ISCV augmenting value when the rotating speed is higher than a set target value, or increasing the ISCV augmenting value when the rotating speed is lower than the set target value, and the ISCV actuation value change amount is recorded in an ECU as an air amount learning value; for the fuel learning control part, when the ISCV actuation value change amount is recorded, the learning value of O2FB is changed at the same time and is recorded in the ECU; when the air amount learning occurs, the fuel learning value is recorded by the ECU while the air amount learning value changes; therefore, even under the condition that no air inlet pressure sensor is used, when the idling air amount change is recorded, the change of the fuel injection amount is recorded at the same time; and after the method is changed, even if a system is provided with no air inlet pressure sensor,the fuel augmenting quantity learning value can be synchronously changed when the amount of sucked air changes, the recording time of feedback learning is shortened, the reliability of the system is improved, and the undesirable phenomena during driving of a vehicle are avoided.
