The method comprises the steps of obtaining position information and demand quantity information of all public bicycle stations in sub-regions; scheduling public bicycles in the same sub-region by adopting an intelligent water drop algorithm according to the position information and the demand quantity information of the public bicycle stations, thereby obtaining an optimal path; obtaining an optimal solution obtained through current iteration calculation, and updating the amount of soil on a path passed by the optimal solution; judging whether the number of iterations is larger than a preset value or not to obtain a second judgment result, and if the second judgment result shows that the number of iterations is larger than the preset value, executing solution optimization until the number of iterations reaches the preset value; and outputting an optimal scheduling scheme in all iterations when the number of iterations reachesthe preset value, so that accurate scheduling of the bicycles is achieved.
