The method comprises the following steps: firstly, constructing a multi-objective optimal allocation model of scientific and technological resource service components; then, based on fuzzy matter-element analysis theory, the multi-objective combinatorial optimization model is transformed into a single-objective combinatorial optimization model. Finally, based on the single-objective combinatorial optimization model, the improved swarm intelligence algorithm is used to optimize the adaptive composition of multi-level and multi-granularity science and technology service components.
