According to the method, the calculation resource parameters and the QoS parameters are comprehensively considered, the QoS requests of the application programs can be accurately graded. The bandwidth requirements of the application programs with high QoS grades can be well guaranteed by adopting a combined virtual machine allocation strategy and a dynamic bandwidth allocation strategy.
