The device comprises an improved Buck-Boost equalization circuit structure and a fuzzy controller, wherein the improved Buck-Boost equalization circuit topological structure comprises multiple groups of Buck-Boost equalization circuits, the multiple groups of equalization circuits are mutually independent, the Buck-Boost equalization circuits are used for connecting a battery pack in series, and the fuzzy controller comprises an input and output variable determination module, an accurate fuzzification module, a fuzzy rule set establishment module and an output quantity defuzzification module which are connected in sequence.
